This article analyzes the 2017 WHO publication "Sexual Health and its linkages to reproductive health: an operational approach" (symbolized by the rosette) versus the Positive Health concept of Huber in the Netherlands (symbolized by the spiderweb). A plea, previously published in the Tijdschrift voor Seksuologie, to fully transfer Huber's approach to a new definition of sexual health is criticized. The author considers the views of the WHO and Huber from a perspective of rehabilitation sexology. The focus is on the position of people with disabilities, emphasized by the UN Convention on the Rights of Persons with Disabilities, as recently ratified by the Netherlands. The author states that a multilayered vision of sexual health, which includes both the individual and social aspects, is indispensable. In his view, society is part of quality of life. This aspect is underlined in the WHO approach, but ignored in the concept of Huber. Now that the Dutch government promotes the Positive Health policy, the author calls for a dialogue to integrate sexuality into the Positive Health concept.

In dit artikel worden de meest recente publicatie van de WHO over seksuele gezondheid en de inzet van Positieve Gezondheid in Nederland geanalyseerd. Een eerder in het Tijdschrift voor Seksuologie gepubliceerd pleidooi om Huber's benadering integraal over te zetten naar een nieuwe definitie van seksuele gezondheid (Leusink, 2017) wordt bekritiseerd. De auteur beschouwt de visies van de WHO en Huber vanuit revalidatie-seksuologisch perspectief. Daarin staat de positie van mensen met beperkingen centraal, benadrukt door het recent door Nederland geratificeerde VN-Verdrag Gelijke Rechten voor Mensen met Beperkingen en de daarop van toepassing zijnde motie Bergkamp, die de regering oproept het taboe op seksualiteit van mensen met beperkingen te doorbreken (Tweede Kamer der Staten Generaal, 2016). Hij stelt dat juist voor hen een gelaagde visie op seksuele gezondheid, die zowel het individuele- als het maatschappelijke aspect omvat, onontbeerlijk is. In zijn visie is de samenleving onderdeel van kwaliteit van leven. Dit aspect wordt in de benadering van de WHO onderstreept en in de positieve gezondheid van Huber genegeerd. Nu de door de overheid gepromote Positieve Gezondheidspolitiek in Nederland dominant is, roept de auteur op tot een dialoog om te komen tot integratie van het thema seksualiteit in het concept van Huber.
